La République Démocratique du Congo (RDC) et l'Organisation des Nations Unies (ONU) ont une longue histoire de coopération pour promouvoir la paix et la stabilité dans la région. Cette coopération a été renforcée récemment par l'adoption de la résolution 2773 du Conseil de Sécurité de l'ONU, adoptée le 21 février 2025, marque un tournant historique dans le conflit en RDC en condamnant explicitement le M23 et le Rwanda. Face à l'avancée inquiétante du M23, qui menace désormais des centres économiques majeurs comme Lubumbashi et Kisangani, cette résolution représente une réponse urgente de la communauté internationale, visant à restaurer la souveraineté de la RDC et à ouvrir la voie à une paix durable dans la région.

The Democratic Republic of the Congo welcomes UN resolution 2773 condemning the M23 and the Rwandan Defense Forces

Kinshasa, February 24, 2025 – The Ministry of Foreign Affairs of the Democratic Republic of the Congo welcomes the unanimous adoption of United Nations Security Council Resolution 2773, which strongly condemns the M23 offensive in North Kivu and South Kivu with the support of the Rwandan Defense Forces (RDF). This resolution demands the immediate cessation of hostilities by M23 and the unconditional withdrawal from Goma, Bukavu, and all occupied areas.

The Minister of Foreign Affairs, Thérèse Kayikwamba Wagner, emphasizes that this resolution was an absolute necessity in light of the urgency of the situation, the documented occupation of Congolese territory, and the proven aggression by Rwanda.

"Adopted under Chapter VII of the United Nations Charter, it is legally binding for all member states and applies to all regional and sub-regional mechanisms involved in conflict resolution. It finally provides unequivocal clarification, transforming commitments that often remained vague into clear and binding obligations. There can no longer be any ambiguity: this resolution sets an indisputable framework to guide regional and international efforts towards lasting peace in the DRC," she stated.

The Congolese Foreign Minister emphasizes that Resolution 2773 is perfectly consistent with previous decisions, while strengthening them with unequivocal legal and political clarification. While regional processes such as Luanda and Nairobi had laid the foundations, Resolution 2773 now makes them explicit and binding, more effectively guiding regional efforts. The United Nations Security Council, as the guarantor of international peace and security, sees its decisions imposed on all.

Resolution 2773 (2025) explicitly names Rwanda as a direct supporter of M23 and demands:

• The immediate and unconditional withdrawal of the Rwandan Defense Forces (RDF) from Congolese territory;
• The cessation of hostilities and the dismantling of the illegitimate administrations of the M23;
• The absolute respect for the sovereignty and territorial integrity of the Democratic Republic of the Congo.

Resolution 2773 is not foreign interference but the expression of the universally recognized legal framework to address threats to world peace. It embodies a collective duty of the United Nations to end violations of international law in the DRC and ensure respect for its sovereignty and territorial integrity.

Indeed, with resolution 2773 (2025), there can no longer be any ambiguity: the obligations are clear, the responsibilities are defined, and the international community must now act firmly to ensure the implementation of this legally binding decision.

The DRC reiterates its urgent call to the international community for:

• The extension and intensification of sanctions against Rwanda and the M23;
• The imposition of an immediate embargo on illicit minerals exported from Rwanda;
• The suspension of Rwanda's participation in United Nations peacekeeping operations;
• Enhanced control of arms transfers to Rwanda.

The Democratic Republic of the Congo reaffirms its constructive and consistent position, remaining fully committed to peace efforts, both regionally and internationally. The DRC will continue to work closely with the Security Council and regional mechanisms to ensure the swift and effective implementation of this resolution.
